Mr. Luçi is one of the most recognized macro economists in the country. He graduated from university of Tirana with distinction on Economics (1996). He holds a Master’s Degree from University of Staffordshire University England in Economics (1999), and a PHD (2002) from the same university, on Financial Intermediation in Transition Countries focusing in Albania.
He started his career teaching at the University of Tirana, Department of Economics until 1999, when he joined Bank of Albania, firstly as a consultant. In 4 years he was promoted to Director of Research Department at the Bank of Albania, where he served for three years. In 2006, he joined World Bank in Albania at the position of Senior Economist managing projects related to Poverty Reduction and Economic Management, where he served for 7 years.
In 2013 he was appointed as Vice Minister of Finance. He continues to work as Vice Minister of Finance and Economy.
He is author and co-author of a number of publication all of them covering macroeconomic and economies in transition topics, such as: Monetary policy and financial institutions in Albania; Reducing cash economy in Albania; Private Sector and Labour Market Developments in Albania etc.
